Using literature review, this paper points out four features of Smart Start, regional control, family support, parental participation, and quality evaluation.\nThere has been a great discussion about the closing achievement gap, and OECD focus ECEC to solve this problem. Head Start has been a famous early childhood initiative United States. However, since the 1980s, the childcare supply shorts because of the increasing the rate of women’s acquiring job. In other words, Head Start targets the poverty family, but wider range of childcare policies were needed.\nThe different from Head Start, Smart Start supports many North Carolina's childcare providers who are vital to working families and the need for increased subsidy rates to support. It is a fund for ECEC collaborating at each community and run by a non-profit organization with a variety of actors.
