This paper investigates the practices and existing problems in the process of tourism development in China's local cities. The object of this investigation is Yongtai County, Fujian Province, which is rich in natural resources but has no industry.\nThe results show that the main methods adopted in the development of tourism in Yongtai County are giving full play to the characteristics of each township to promote the whole area's tourism, improving the infrastructure to improve the convenience of tourists, improving the quality of tourism service, and integrating tourism with other industries. In terms of funds, in addition to the government's investment, attracting large enterprise funds, the contribution of “wise people in the county”, and encouraging the youth to start new businesses are also significant features.
